Out of context, he was talking about Jizya, in which non-muslims are excluded from being in the military, they aren't ruled by sharia law and crime cases are lenient for them. In return they pay less than 1% tax smaller than the amount you pay to the government since you are non-muslim in exchange for so much benefits
